Re: Organizational changes in Business and Administrative Services

I would like to take this opportunity to share with you some important changes occurring in Business and Administrative Services, BAS. The objective I have attempted to achieve is to have the organization structured so that it best serves the campus mission, effectively builds relationships with other divisions and departments, and efficiently manages our internal divisional activities. I believe the new structure meets this objective. Also, as you know, some changes can be planned and some come as the result of unanticipated events. Let me begin with the former.

I am pleased to announce that Kirk Lew will assume responsibilities for Accounting and the newly designated Controller's Office along with his current assignments for FIS. His title will be Assistant Vice Chancellor. Kirk brings a solid background in both accounting and systems, along with experience in the private sector as well as both public and private universities. Bob Rodriguez will continue as Director of Accounting Services, reporting to Kirk. These changes are effective June 1, 1997.

I am also pleased to announce that Catherine Faris will assume responsibilities for divisional activities for budget development and strategic planning, along with leading other campus and division initiatives. Her title will be Director of Planning and Analysis. Catherine brings a strong background in business management, budgetary analysis, and coordination of major activities and events both in the private sector and here at UCSC. This change is also effective June 1, 1997.

Additionally, the area of Business Affairs, run by Jan Lester, will be reassigned to Lisa Rose. This places all of the campus activities in developing contracts, leases, and agreements in one department. This will be effective July 1, 1997.

One final planned change is the transfer of responsibility for the dispatch operation from CATS to University Police. While it is not possible to physically move the unit at this time, this organizational change places this critical function with the Police where it traditionally resides for emergency response and closely aligns with public safety activities. This will also be effective July 1, 1997.

Regarding some unanticipated events, Michael Houlemard took a leave of absence effective March 1, 1997 to join the Fort Ord Reuse Authority as Interim Executive Director. His leave extends until the end of August. As Acting Director of Community Planning and Land Development, Dean Fitch has assumed Michael's campus and community planning duties for the duration of his leave. Additionally, Graham Bice has been assigned 90% time as Director of Physical and Environmental Planning for the MBEST Center through the end of 1997/98, taking on Michael's former Fort Ord real estate tasks. Chris Aldecoa is Acting Director of EAG. Both Dean and Chris report to Frank Zwart during Michael's leave.
